The Billy Bishop Toronto airport would be comically bad if you are the observer. As a traveler, you will be jaw slackened at how badly this airport is run. The tarmac staff act like they are drunk or stoned. The last time I had the unfortunate experience of going through that pit, we had a safety vested worker stagger into our waiting area with his iPhone blaring reggae music a full volume. He passed out on a bench in the middle of the waiting crowd.
Twice they have lost my luggage. When you see how the luggage is handled, you will want o have carry on only.
